Frances has twenty years community development, public policy and advocacy experience. She was previously Oxfam Cymru’s Wales Poverty Programme manager, leading Oxfam Cymru’s asset-based programmes across Wales, raising Oxfam’s profile in Wales and the organisation’s credibility as a key influencer in social justice, poverty and inequality. She has also worked extensively across Wales supporting the early policy framework development and implementation of the Communities First programme.
Frances has a broad experience of board level leadership roles in the public sector. She is a non-executive director of Aneurin Bevan University Health Board. She has previously been an independent member of the Gwent Police Authority, Gwent Police and Crime Panel and is currently an elected member of Monmouthshire County Council, serving the communities of Magor and Undy.
